As you'd probably expect, Aspen can get pretty snowy during wintertime — in fact, the Colorado Department of Transportation's passenger vehicle chain law requires snow chains and all-weather (or mud-and-snow) tires from Sept. 1 to May 31. When the weather is clear, driving should be pretty smooth even if snow is present. For maximum safety, the City of Aspen has implemented a speed limit of 15 mph unless otherwise posted.
Individual hotels may have their own parking, but prices and availability can vary. Parking within the rest of the city includes both free and paid options. Downtown Aspen allows for 4-hour parking from 10:00 am to 6:00 pm, with peak season fees ranging from $4 to $6 per hour depending on the time of day; off-season rates range from $2 to $4. Parking is free on Sundays, federal holidays, and Saturdays in April, May, October, and November.
Just a stone's throw away from the John Denver Sanctuary, Theatre Aspen, and most of Aspen's shopping and dining opportunities, you'll find the Rio Grande Parking Plaza. Parking is $2 per hour with a $2 minimum and has a daily max of $12. Additionally, surrounding areas offer free parking and shuttle services, such as the Snowmass Rec Center.
There aren't many toll roads in Colorado, but there is one to be aware of. Chances are you won't encounter it if you stick to Aspen, but the E-470 over in Denver outlines part of the city and does require a toll.
