The roads stay pretty clear; because Ketchikan is part of Alaska's rainforest, it stays relatively temperate. You might see snow between December and April, but there isn't often a lot, and it tends to melt quickly.
The biggest thing to note is the length of the day. During wintertime, you'll only have around 8 hours of daylight, leaving you with a lot of nighttime driving. Visit in the summer, though, and you'll see as much as 17 hours of sunlight! It can be uncanny if you're not used to it, but you'll want to keep an eye on sunrise and sunset to stay safe on the roads.
