All was good including communication and instructions, but major exception and reason for poor review is that the car smelled of smoke and we had to rent another vehicle

The car back lights did not work. This means that the car is NOT street legal. When I told this to the renters, they said that nothing was wrong. Then, they offered for me to go to an auto shop and get it fixed on my own time or pick up another car. I do not have time to do your chores and fix your car. You’re obligated to offer a fully street legal car, and you failed to do so. Worst renting company I’ve ever experienced.
