Owner can meet you at Tampa International or St. Pete Airport for a $20 airport service fee (waived for over a week rentals).
Update: i have just detailed the car and shampooed the seats, so its very clean and road ready, no mileage restrictions either, i only drive this truck to tow my boat so it never gets used,

It was a bad experience renting this truck. First, the steering wheel was filthy. Not just your normal everyday filthy, but plain old nasty. Then, I had times of real difficulty with the key ignition not working properly. Took some patience. Also, and I didn't notice this until after I discovered the back of my shorts and shirt (my fault), but the seats were as filthy as the steering wheel. I ended up using a plastic trashbag as a protectant for the remainder of the rental.
A couple of other things I wrote down - there was trash everywhere inside on the passenger's side, the a/c was broke but not listed (it was mentioned later in the process of renting), there was a easily-found spare key in the gas cap area (as a visitor to the area I don't know if there's a high incidence of vehicle theft in the Clearwater area, but why should I need to worry about it).
All in all, if you're visiting the Clearwater area, it might be worth it to you to put out an extra few bucks and get a clean (i.e. normal) vehicle. If you live in Clearwater, you might find it just as cheap to rent a truck from Home Depot or somewhere like that.
