Second time renting the car and river always great definitely renting again

Please note the car was not delivered with a full tank of gas, nor cleaned and vacuumed (there was soil and sand on floor mats) - unlike a typical car rental company The host-vendor expected the car to be returned cleaned and vacuumed ? -- when it was not at time of delivery? When it was not, he proceeded to ask for a 45% premium charge for dry dirt that a 5 min vacuum would take care of - the vacuum would also take care of its original soil and sand left by the previous renter that the host-vendor should have cleaned up? Car was returned 12 hours early with a full tank of gas/more gas than it had - although the rental was paid for 24 hours with only 3/4 tank. When Turo's customer service ruled against the host-vendor, he proceeded to harass the customer, demanding payment - sending multiple texts - that sounded almost like veiled threats. Text 1: 11:44am; Text 2: 2:42pm, Text 3: 2:43pm, Text 4: 2:43pm and Text 5: 4:20pm. ALL the texts were SENT after Turo's headoffice /customer service sent a note to the customer advising them that there is no charge and that the dispute has been resolved. Is this harassment? Is this against Turo's protocol or is this sanctioned by Turo? I wonder. ???
