It was a very difficult situation for me as a host given the challenges around your drivers license and inability to pick up the car yourself. Going forward, I’ll recommend you don’t rent vehicles on behalf of your brother. Protection plans/insurance make it extremely challenging for hosts to continue to share our cars and remain profitable. While the car was returned as expected, sharing the car knowing there is a high chance it will not be in your possession is a risk I can’t take.
